Topic IDs and context numbers are used as the "addresses" of topics, both for links within your help files and for context-sensitive calls to your help file from applications.

Keywords are used for generating index entries, which are also hyperlinks to topics in electronic help files.

In addition to this there are also special keywords called A-keywords that are used to make "fuzzy" calls to multiple topics in CHM help files.
